CYNTHIA L. McCANN
Since 1999, Ms. McCann’s practice has focused on real estate development issues, land use and administrative law,
with a special emphasis on the formation of community associations. She has assisted residential and commercial developers,
builders and property owners in land development matters including: subdivision and site plan approvals, rezonings, text amendments,
special exceptions and variances, municipal annexations, Critical Area reclassifications, and municipal special tax districts.
Her real estate experience includes providing such services as: the preparation and negotiation of development and infrastructure agreements,
conservation easements, storm water management covenants, deferred water and sewer assessment covenants, the preparation of homeowners'
association covenants and restrictions from small to large, master-planned and traditional neighborhood developments, the formation and
representation of homeowners' associations, and analysis and amendment of existing community covenants. Ms. McCann practices before state and
local administrative agencies, boards and legislative bodies, as well as state trial and appellate courts. Ms. McCann received a J.D. from
the University of Wisconsin-Madison in 1996, and a B.A. from the University of Maryland in 1988. She is licensed to practice in Maryland.
Ms. McCann is an approved mediator in civil and family law matters for the Circuit Court of Queen Anne’s County and currently serves as attorney
for the Town of Rock Hall Board of Appeals.
